Haste is just not as useful most of the time in PVP, as we get a larger portion of our Focus from passive regen as we chase targets down. Hardly use Scare Beast? What do you do against all the flipping bloody Feral Druids infesting battlegrounds these days? Would you use this same build for Arenas?
Not sure but it appears their primary is now MM. The majority of our under represented PvP class seem to run MM with a monkey or spider for pretty obvious reasons I spose. I suggested you use the the 7 points of MM talents in Arena for 2s, and perhaps 3s. My talents are more built for Rated BGs, and 5s. I find it extremely useful in catching mounted players, and it totally nullifies abilities like sprint or dash.

How much Spell Penetration does a hunter need..? First off, I suggest that most all hunters who are serious about PvP should have at least Spell Penetration. Hence, a Mage with BoK on them will have a total of resistance to all magic damage. Depending upon the buffs, a Mage can pack as high as resistance.
Paladins can provide resists to fire, frost and shadow damage by way of Resistance Aura, and Shamans can provide fire, frost and nature resists with their Elemental Resistance Totem. Going beyond is largely unnecessary, as the only advantage would be when dealing with Mages and capped resists. This allows us to overcome Mark of the Wild and Blessing of Kings, enabling our Arcane Shots to hit at full force apart from resilience mitigation. This amount of Spell Penetration counteracts all of the most common buffs which can nerf the damage of Arcane Shot and Chimera Shot.
Survival hunters should strongly consider going with Spell Penetration. Apart from the stacking effect of Mage Armor, Spell Penetration allows every juicy tick of Explosive Shot to hit with full force vs all classes. My bad. If i might add, a other copy and paste.
